    BlueWater Federal is looking for a Sr Special Operations Analyst to support SOCOM HQ - Tampa and join our dynamic Strategic Planning and Analysis Division (J8-S) Team.

    Responsibilities

    • Develop and coordinate Planning Factors, Rules, and Assumptions (PFR&A) required to develop the SOF CONOPS and to populate the JMA database.
    • Support the assessments of USSOCOM’s Concept Plans (CONPLAN) and supporting regional operational plans by developing, refining, and maintaining metrics used to assess and prioritize current and future year operations and conducting assessments of the resources required.
    • Assist in analysis and support for development of high-level guidance documents such as the Defense Planning Guidance (DPG), Strategic Planning Guidance (SPG) and Capabilities Planning Guidance (CPG).
    • Conduct, participate, or support analysis as required to support Joint Capabilities Integration and Development System (JCIDS) and SOF CIDS analysis as defined in SOCOM 71-4, using JMA data, data from other approved databases, models, and other analysis tools to determine how the procurement of the item would address capability gaps, increase effectiveness, or increase efficiency.
    • Conduct, participate in, or support studies, analyses, and modeling efforts to generate POM force structures that support the JMA process, the SPP, the Defense Strategic Review (DSR), and the development of other models, war games, and simulations that are critical to the execution of command activities.
    • Develop, coordinate and maintain Planning Factors, Rules and Assumptions (PFR&A) for JMA ensuring SOF capabilities to be evaluated in JMA have been identified and accurately portrayed with consistent approaches across the SOF components.
    • Understand and translate strategic-level scenarios into SOF operational campaigns and analyze the requirements against varying force structures.
    • Conduct Analysis of Risk in support of USSOCOM’s involvement in the Defense Planning Scenarios (DPS), operational campaigns, and operational plans.
    • Translate strategic resourcing documents such as the Capabilities Programming Guidance (CPG), Strategic Planning Guidance (SPG) & Defense Planning Programming (DPG) Guidance into bona fide metrics that can be used to assess SOF operations.
    • Update metrics to meet the demands of USSOCOM’s senior leadership and evolve with the external guidance derived from both OSD’s and Joint Staff’s analytic community.
    • Adapt, test and train on the use of the Special Operations Forces Analysis and Modeling System (SOFAMS) suite of software products to support POM development cycle while providing uninterrupted support developing and entering CONOPs.
    • Interpret guidance from strategic U.S. documents such as the National Defense Strategy, National Military Strategy, Defense Planning Guidance, and other DoD or Joint Staff documents into coherent SOF adaptations for each OSD planning scenario.
    • Translate SOF adaptations and the SOF portion of OSD Planning Scenarios into tactical level CONOPS in order to analyze required SOF force structure and perform the following:
    • Generate SOF requirements using sound strategy-to-task relationships.
    • Enter Concepts of Operations (CONOPS) into the database to track SOF requirements.
    • Maintain Quality Control of user-entered data inside the JMA database.
    • Additionally, perform the following:
    • Create Additional Databases as required in order to examine data without affecting existing work in the “production” database.
    • Update Resource Files from the Command’s Force Structure or Programs of Record.
    • Update Analytic Rule Sets to ensure accurate employment of OSD policy and Command guidance.
    • Provide a Risk-Constrained Force Structure using SOF Capabilities-Based Risk Assessment Allocation Tool (SCRAAM). This provides a very methodical progression to constrain the force that illustrates the risk within a particular force structure.
    • Work with Government and contract ORSAs in the development of analytical products derived from the JMA database.
    • Produce analytical products including SOF force structure analysis assessing the adequacy of a given special operations force (units and platforms across the spectrum of USSOCOM programs of record) to accomplish a specified set of missions for DoD defined scenarios, using planning factors, rules and assumptions in order to provide:
    • An evaluation of the adequacy of the force (capability and capacity), an Objective Force, and the supporting analytic data.
    • Bring Special Operations Analyst’s (SOA’s) expertise in the primary SOF mission areas to support the Government.
    • Generate strategy-to-task relationships from strategic-level documents in order to correctly portray global SOF operations and emerging requirements.
    • Conduct force structure “excursions” using both qualitative and quantitative techniques to assess risk and to articulate the adequacy of a particular force structure.
    • Analyze various fiscally constrained resource files against specific requirements sets in order to highlight the sufficiency of a force structure.

    Qualifications

    • 10 years of uniformed military, operational experience in Special Operations either in
    • Army Special Operations Aviation
    • Air Force Special Operations
    • 5 years of experience (can be concurrent with the 10 years above) in PPBE, Support for Strategic Analysis (SSA), Global Force Management System, or Joint Strategic Planning System (JSPS).
    • 2 years of Staff/Action Officer experience (can be concurrent with the 10 years above) at a senior level command (Interagency HQ, Joint Staff, or COCOM / equivalent 4-Star level command).
    • 2 years of experience (can be concurrent with the 10 years above) in Force Planning in support of USSOCOM’s Strategic Planning Process.
    • Current DoD Top Secret clearance and eligible for SCI access and ACCM read- on
