    The Sr. Proposal Writer/Solutions Engineer will lead technical and management solution sessions, identify capability gaps, develop WBS’, and support BOE/LOE/staffing solution development. Primary responsibility for drafting technical proposal content, developing graphics and iterating content through the review process.


    • Evaluate RFIs, draft RFPs, and final RFPs and provide size, scope, and complexity inputs to the Capture and Proposal team; draft questions regarding ambiguities, errors, or to collect information needed to provide technical, management, or staffing solutions
    • Lead solution design sessions and integrate solutions across the proposal; clearly articulating the solution vision
    • Interface and engage with internal and external team members to develop and/or translate technical and management solutions and communicate/articulate solutions and concepts via proposals, white papers, presentations, and RFI responses
    • Develop IT-based solutions consisting of contextual, conceptual, and logical architectures using standards-based, methodologies and practices such as SELC and/or SDLC
    • Create compliant, compelling narrative that presents solutions and approaches against RFI/RFP instructions and evaluation criteria
    • Conceptualize and develop graphics including concepts of operation for management and technical solutions, process diagrams, and organizational charts
    • Support development of staffing solutions (position types, position quantity, position skills) by creating artifacts such as WBS and staffing rationales, and providing input for BOEs
    • Participate in color reviews to provide feedback to strengthen the proposals; recover color review volumes or sections as assigned
    • Translate solution elements to other technical writers; coach/mentor junior technical writers and proposal support staff



    • Bachelor’s degree
    • 10+ years of experience in proposal development
    • Thorough understanding of the federal government procurement and proposal process with an emphasis on PWS/SOW analysis, solution development, and content creation to develop technical and management proposal responses.
    • Extensive technical knowledge/experience in IT competencies including one or more of the following: Network Architecture and Engineering; Software Development; Cyber Security Architecture and Engineering; IA Policy; Enterprise Infrastructure Engineering and Operations; Cloud Architecture; Service Desk; End-User Services; DoD Mission Systems; Project Management; Program Management; Agile Development; DevOps; ITIL; Enterprise IT services.
    • One or more of the following certifications is desired: PMI (PMP or PgMP); Microsoft (MCSE, MCSA); Cisco (CCNA, CCNP, CCIE); CompTIA (A+, Net+, Security+); INCOSE (ASEP, CSEP, ESEP); ITIL (Foundation, Intermediate, Expert).
    • Proficient with Microsoft Office and Microsoft SharePoint
