BlueWater Federal is seeking a highly motivated, full time Contracts/Subcontracts Administrator based in Chantilly, VA. A successful candidate will have a strong working knowledge of contract administration principles which include understanding of full life cycle of cradle to grave contract responsibilities from proposal preparation to close-out activities.

Responsibilities

  • Conduct preparation, negotiation and acceptance of standard and non-standard contracts. Review of contractual documents for consistency to BlueWater policies and procedures as well as customer requirements and government regulations. Identify contractual risks and provide appropriate negotiation and mitigation strategies.
  • Administration of agreements and orders and any modifications from inception (to include receipt of quotes, negotiation, and full delivery of product and or service) through full work completion to include invoice review and approval for contract compliance. Follow-up with subcontractors or vendors to correct any deficiencies.
  • Organization of electronic and hard copy files in a consistent manner. Ensure proactive maintenance of contract documentation on an on-going basis.
  • Responsible for submission and tracking of contract deliverables and status of agreements for open and closed action items. Must have strong verbal and written communication skills.
  • Work closely with Accounting and Project Control personnel to ensure funding is addressed and notifications to external customers are prepared and submitted. Work closely with senior management by establishing professional communication. Interface on a daily basis with corporate, technical and government personnel.
  • Assist with duties related to proposal activities.
  • Support new business proposal development efforts in any capacity required to include proposal requests, contract compliance, and quality checks as well as data calls as needed. This includes assistance in preparation and coordination of solicitation of subcontractor and vendor proposals.
  • Assist in close-out activities, ad-hoc reports, and other special projects as assigned by Contracts Manager.

Qualifications

Required:

 

  • Bachelor’s degree with 4+ years of relevant experience is required.
  • Able to review and negotiate contractual documents such as NDAs, TAs, Subcontract Agreements and Purchase Orders. Must understand industry standard terms and conditions to alleviate company risk.
  • Establish and maintain formal contract records with all supporting documentation
  • Understand the bigger picture of proposed and awarded work, contract terms, understanding of how to resolve contract issues, and management of contract rights and obligations.
  • Solid understanding of FAR, DFAR, and Government regulations.
  • Previous experience working with full range of contract types.

Desired: 

  • Project level financial management experience.
  • Working knowledge of requirements for State Department ITAR
  • Active security clearance.
  • SharePoint experience.
